The National Training Organisation network is a relatively new initiative which was launched by the Secretary of State for Education and Employment, David Blunkett, in May 1998. Since that time over sixty organisations have been recognised as NTO's, each representing a specific industry or cross-industry sector. The aim of NTO's is to raise competiveness through enhanced skills. NTO's will seek to do this by:
  • acting as a focal point for employers and employees within their sector
  • anticipating business trends and skill needs
  • developing and promoting occupational standards and NVQ's
  • promoting Investors in People
  • developing sector targets
  • developing Modern Apprenticeships and National Traineeships.
Many NTO's are completely new organisations which have been set up in response to the Government's call for a coherent employer voice on training and education. Some NTO's have brought together a number of existing organisations such as Industry Training Organisations, Lead Bodies and Occupational Standards Councils. Others already had a clear role in industry training and applied for recognition as a National Training Organisation as an extra spur to their existing work. Most NTO's are funded by their members and/or by income from the services they provide. The Government provides financial support for some NTO projects.
